Is that a second generation person? How else could he have stayed so Mongoloid in a Turkish province? I think that sample has been shared here a few times before. 45% EE is insanely high!

The neighborhood they live in is where only Tatars and Balkan Turks live(Dobruja refugees). The same explanation how Balkan Turks ended up being still full Balkan Turk although living in Anatolia for 150 years. People tend to marry among their own community if they didn't grow up in crowded cities.

His wife is Nogay as well, so 3rd generation will be full Tatar too.

For the situation of Crimean Tatars asked above; Crimean Tatars have more than one origin and migration waves that formed the Crimean Tatar community. Self-identified Nogay's were the last part of that migration wave who came from the Golden Horde as being Turko-Mongols. A mix of Mongols, Turks and natives ended up with around 40% EE as it seems.

The people who score 20-25% EE identify only as Crimean Steppe Tatars, and their settlements to Crimea/Dobruja line dates much before than Nogay's. These people is more likely to have none Mongolian origin.
