Hard to know. Some people even say it happened as late as 1800 with the Qarapapaqs, but I doubt it
I don't see much Seljuq influence in the area to be honest, I think it started when it became the Ilkhan capital. A lot of Turkmens probably congregated in the area at the time
I personally see it as finishing up in the early Safavi, around 1500 I'd say. They were definitely more Turkmen oriented than Persian at the time. That would bring us to somewhere around 2-300 years of Turkish being "the language to know" of the region. That's plenty time for something like that to happen.
I wonder if there might be a census done during the brief Ottoman occupations of both the beginning and the end of the Safavid era. Obviously the region was never integrated, but maybe they did one nonetheless.

Where are Turkmens in Iraq from? Especially those in northern Iraq like Kirkuk, Erbil, Mosul.

Ottoman resettlement. Most of them from Central Anatolia I'm pretty sure. A big chunk were simply Turkish speaking (Ottoman) officials from local regions. I don't think any had roots in Turkmen regions, in fact they only got called Turkmens as opposed to simply 'Turk' by the 50s if I recall

I know that the region around Tebriz and Urmia had Oghuz settlements which didn’t migrate to Anatolia, many of the Turkmens who came during Seljuk era went to Anatolia and Syria. I think the assurance of Turkish civilization started with Akkoyunlu and Karakoyunlu, where many Turkmen settled there. The „third“ wave was strictly a process with many waves during Ottoman/Safevi era where Shia/Alevi Turkmen tribes migrated to Iran and you stated an important point, this group was essential for Safevi empire and they just affiliated because of them Turkish identity, Turkmens don’t obey to non Turks, that was one of the mayor reason why there were a lot of rebellions in Ottoman empire. There were even a backmigraton to Central Asia, but honestly i don’t know whether they were the Qizilbash which were settled by Safevis or whether this even includes some nowadays Turkmenistan Turkmens.
This Qarapapaks theory could also be true, at the end if 19th century the ethnic composition of Caucasia started to change, during this era hundred thousand of Turks, mostly Azerbaijanis migrated southward.
