I can't say as I don't know, but I was told that they are Ukrainians and moved to Chisinau in the Soviet period. 3.86% could indicate some geneflow. I usually draw the line at 4%.

This person is similar to those recent north shifted Csangos from Neamț posted by you, but without cheburek influence. Maybe he have some German ancestry. For example this man who made these pictures had some German ancestry and he is almost from the same area.
