I don't know man, but as far as I know light Azerbaijanis are pretty rare. I don't mean vaguely light-skinned but like that Turkish guy. North Caucasians, Western Turks and Georgians are lighter on average but even they are darker than an average Eastern European.
I'd like to see those guys to be honest.

It is more common in certain areas than you think. For example norther part of the republic. For example, my dad is from Quba, Azerbaijan, and he has blond hair + green eyes.

The issue is that Azerbaijanis are much more heterogenous than those populations you named. There are plenty of people with light complexions, but it tends regional. Like in the North Azerbaijan, Derbent, but also sometimes can be found in Armenian and North Western Azeris.

Blueeyed persons I more associate with citys like Khachmaz but it's rare even there of course.

In the whole Caucasus the most common look is dark eyes + dark hair. This is without exception. Some regions can have slightly lighter complexion than others, but overall the dominant look will be brown eyes and brown hair.
Of course, in general, Caucasus people will still be of lighter build than people of Iran and Middle East.

Dunno about Yoruks, but the people I mentioned are real, but by no means the common look.

Yoruks can be light this is normal.
but Kazakhs are Turkic + Mongolic so light Kazakhs are rare in my opinion.

No idea. I am not sure it is always related.
One thing we can be sure is that Zagatala guy will probably score 16-20, as Azeris from there score high.

Others will score probably less. Agdam and Gazakh are not exactly known for high NE score. Then again neither is Gerogia, but there also, occasionally, you will see lighter build.
