Probably this person is Kurd who just ended up speaking Azerbaijani due to proximity. Kurds aside, he is even closer to Iraqi Turkmens than to Azerbaijanis.

Yes Urmia is and always was a very mixed city. I dont know the ancestry of the guy. All I know is that his family is originally from Urmia and he can speak Azerbaijani.
