Well, Athens is too as well, especially with the port of Piraeus which is one of the biggest in the world for both passenger and cargo traffic. Plus that investments have picked up again.
But it's positively surprising that it's that well perked up. It's a very beautiful city as well. I desperately want to go there either as my first or second trip abroad.

Because Hungary is not a country, but a city-state. There is nothing outside of Budapest, 1/3 of population live in Budapest and Pest country.
Budapest is rich because it was not a simple capital, but eastern capital of the big Habsburg Empire, as Feiichy said the city has huge foreign investment and attracts not just hungarians but foreigners too from abroad. Also the hungarian government spends tons of money and national GPD to develop the city.
