In the US: New York
Italy: Tough ask, but Rimini imo, just because I hate beaches like this (also there are much more aesthetic beaches throughout the country):
Spoiler!

My least favorite American attractions are Disneyland and Disney World.
This has no culture war component. Expensive, crowded and underwhelming rides makes for a miserable time.

I wouldn't say Windsor is underrated, the town is beautiful and you have arguably quite a spectacular castle though i suppose it is on the small side for a town, not something i would bother with if i had a short stay in England. Oxford street has to be the worst tourist attraction on offer now, oxford circus itself is impressive with the view of Regent street but the rest of the street is just really trashy and pointless now except for Selfridges and the large John Lewis. It does surprise me that tourists still spend their time wondering down Oxford street when you have much more pleasant streets and squares in neighbouring Fitzrovia and Marylebone.

Like BrandenburgGaming already mentioned there are some really nice parts in Berlin, mostly in the former GDR part though. My younger brother currently lives there in a refashioned former factory building and it`s actually pretty cool. That being said, Berlin sure isnt the worst German city and it gets more hate than it deserves.. but of course it`s not the best city either.
