This map is sort of misleading. The fatter the female (also male) population, the bigger the breasts they have. ~3/4 of all people are overweight in the USA, so for women with healthy weight the average breast size can be B-C cup.
And when a dude tells you he likes big breast, he means breast size compared to body rather than just a size, so if you will show him a picture of someone fat but with big breast, there is only a small chance he will find it "sexy". Also when 1.45 m tall girl has D cup it is different situation compared to 1.8 m tall one.
So if we compare BMI with breast size, we get these results:
