He passes as British better than De Gea. De Gea still looks Spanish (just atypically light) and odd in the British Isles; basically what Septentrion said.

Monreal also looks a little strange, the eyes in particular.

At the end, features are more important than colouring. For example, a dark brown haired british girl like Maisie Williams screams "I'am British" to my eyes, and she sticks out like a sore thumb in Southern Europe.

I would say that he is a lighter-complexioned Spaniard, true, he could pass anywhere in Western and North-Western Europe, but not as a typical type. The Welsh, Irish, Scots are still more rugged-featured than this dude, most likely due to stronger Cromagnid component. Though he'd pass well enough in France and Switzerland.

You're right. There are lots of people on the streets here who look very similar to him, though, even if he's a little atypical - and while you're right that the CM component is much more prevalent in the British Isles, there are plenty of natives here that don't show strong CM features as well.

As English only I'd agree with you, but I don't think he'd pass better in Ireland/Scotland/Wales than De Gea at all. As you've said, Monreal's eye area looks very odd (almost Baltid, perhaps?) and it makes him look slightly more eastern shifted rather than NW specifically IMO. De Gea's facial features look markedly Western/Atlantic and he's as light-skinned as lots of British Islanders, he's just lacking a lot of the CM influence that many people here have. I still think he'd broadly pass well here, even if I probably excitedly over-exaggerated how well in my initial post.

Passing is a subjective term, I agree he wouldn't exactly stand out in a crowd. Personally I think passing should mean people would never assume you're foreign on looks alone.
