Honestly it's just what I've heard over the years in anthropology websites. It's supposedly also the reason black women have higher maternal mortality, because supposedly black men and women both have higher T which is bad for that sort of thing. Come to think of it I've never seen a source cited for it. Just a lot of people repeating it in various contexts.

Alright, now that I'm at my computer:

The "black men have higher T" thing has come up repeatedly during my roughly 10+ years on various anthropology and/or race-related websites, usually in the context of things like it contributing to their higher crime rates due to excess testosterone making people more violent and impulsive (adding the disclaimer that excess estrogen also causes various behavioral problems because I know somebody or another will get sensitive without me saying this part), or the higher testosterone being responsible for their very exaggeratedly "masculine" features. It always made sense to me, even though I never bothered to look it up until now.

They don't have data on most African countries, but what they do have data on is slightly higher than average, and obviously you have to consider that South Africans are not just SSA and Egyptians are not SSA, but now that I did look up the data it does appear that Africans are somewhat higher... no one is as high as Mongolians, though.

I'm sure a lot of it has to do with things like diet, exercise (with Western first world people being more sedentary), etc. as well.

And I don't really think any of this has a big effect on anything. I think as long as a man's testosterone falls within a healthy range, all is well. It's outside of the healthy range that you get men who look or behave oddly. Or so I'm assuming - I'm kind of going off of my own medical history of problems with hormones with this assumption, and assuming it works the same with male hormones as female ones. Lol

They have the lowest level of testosterone. I mean, if you exclude millions of Eastern Asian men and other groups, as Dolph Lundgren and the best male strength athletes could tell you.
