Provance4409 was only scoring 91% Paris because your comparison was limited to either Paris or Piedmont (no other options possible).
Look where this sample plots in Global25 PCA, right next to Austria8 and Austria11:
Based on K15 (see above), this sample is closest to Austria_Burgenland (whoever made that average).
I think this sample might have Polish great-grandfather or something like that (lots of Poles in France):

Maybe try a comparison with Paris + Piedmont + Belarusian/Ukrainian, and see if this one scores higher % of East Euro than all others.

This thread underscores that TA needs more members with French ancestry. So far Euro mutts and German-Americans are coming closest to French populations.
