Hitler had nothing to do with the Aryan theories, the racial anthropology with a focus on blonde, blue eyed Aryans happened to get far more popular under and during Hitler, not from/via Hitler. He literally had nothing to do with it other than maybe approving funding. If you want to blame anyone blame someone like Alfred Rosenberg(I would also say Hans Gunther but he was a rather standard anthropologist back then who based his Nordic race primarly on cephalic index, body height and face length/narrowness, he literally had dark haired Stonewall Jackson as an example of Nordic and 50% of Germans as Nordic, so again, nothing to do with this blonde haired and blue eyed meme), and even then it's way overstated how much of an importance it was to racial theorists like Rosenberg. Also, back then(and even to this day to people who live in uniformly dark haired populations), blonde can simply mean non-brunet.
Hitler was a German nationalist/imperialist/chauvinist, any physical features between Germans were irrelevant to him. He was solely gentile German vs non-gentile German and everyone else, with a favourable disposition to other western Europeans, including French and the Italians, but mainly the English, Low Countries and Scandinavians because of perceived shared ancestry(again, regardless of pigmentation).

A significant part of Germans is blond and blue eyed the pure proper very light blond as you find in some Scandinavians is not that common in Germans as in some North Euros though
From past journeys through Germany i feel like the swarthiest regions were Rhineland and Schwarzwald the rest is lighter.
