What you are seeing here is a selection from the archive of Moldovan photographer Zaharia Cușnir. Cușnir, or Zaharia as most people knew him was born 1912 in the village of Roșietici as the last of 16 children of a local businessman and a mother of German origins.

This person is similar to those recent north shifted Csangos from Neamț posted by you, but without cheburek influence. Maybe he have some German ancestry. For example this man who made these pictures had some German ancestry and he is almost from the same area.

Could be, they have some family photos from early 20th century and one line of the family is definitely not dressed like your regular Moldovan villagers. Reminds me more of Midwest Americans, although the surnames are local.

It's not the best PCA imo, as it over-exaggerates small components if I remember correctly. But that person from Briceni and Donduseni/Drochia are at the most Northern end, with the one from Donduseni/Drochia being the Northern-most from Moldova in my database so far, so I guess it makes sense to be that high up.
